
During the inspection of construction works on the territory of TSUM "Aichurek," it was found that they do not comply with the previously agreed project solutions. The mayor of the capital, Aibek Junushaliev, instructed the dismantling of the erected metal structure.
Control measures revealed that the facility being implemented by the developer had not been discussed at the urban planning council, and the work is being carried out with deviations from the approved parameters, which is a violation of urban planning norms.
Special attention was paid to the fountain area, which was previously located in this territory. TSUM representatives had previously reported their intention to preserve the architectural design and restore the fountains after the construction work was completed. However, the actual construction on the site of the fountains raises doubts about the fulfillment of these commitments. The restoration of the fountains has become one of the mandatory conditions for bringing the area into proper condition.
The developer was given a three-day deadline for the independent dismantling of the structure. If the work is not completed within the specified time, the dismantling will be carried out with the assistance of the relevant municipal services, with subsequent recovery of all costs, including disassembly, removal, disposal, and restoration work, from the company responsible for the construction.
The measures taken are aimed at strict adherence to urban planning standards, protecting the interests of the public, and restoring a well-maintained urban space.
It is important to note that the Old Bishkek project is an independent initiative, not related to the current works at TSUM. The fountain complex is located in the TSUM zone, and all construction activities took place directly on its territory and within the framework of the shopping center.
Thus, the fountain is not part of the Old Bishkek project and has no organizational or functional connection to it.
