In 2009, the company OsOO "Kaiser" purchased this building for 35 million soms from OsOO "Airus." However, in 2013, it became known that the building and the land were confiscated by a decision of the Lenin District Court dated July 29, 2013.Representatives of OsOO "Kaiser" learned about the confiscation from the media and noted that at that time public attention was focused on the case of former Bishkek mayor Nariman Tuleev.
The company was puzzled as to how the property of OsOO "Kaiser" was related to the former mayor's case and why it ended up on the list of confiscated property.
OsOO "Kaiser" filed a petition with the court requesting to exclude their property from the list of confiscated items, but the city court rejected this petition, stating that the company was not a participant in the criminal case.
The legal proceedings were lengthy, and in 2017, prosecutors forcibly evicted OsOO "Kaiser" from the building.

The company filed a complaint in court to establish the legality of the previous decisions.
Current Position of the Authorities
The Bishkek City Hall reported that this land is not under its jurisdiction. The State Agency for Management of State Property of the Kyrgyz Republic clarified that the territory is private, and this is confirmed by the decision of the Lenin District Court."This territory belongs to OsOO 'Kaiser'; they are the ones conducting the construction," noted the State Agency.

What is planned to be built?
According to the data from the Bishkek Urban Planning Council for 2024, a multifunctional complex with a hotel will be built on this site. The customer is OsOO "Kaiser," and the designers are OsOO "Archi Vision" and OsOO "Arch Club."The Urban Planning Council specifies that the facility will be located in the central part of the city and is bounded by Ibraimov, Kievskaya, Shopokov, and Ogonbaev streets.

The project was developed based on the customer's assignment and a visual-landscape analysis by NIPI "Kyrgyzrestavratsiya."
A multifunctional complex with cafes, restaurants, and a hotel is planned. Proposals for the layout and landscaping of the site have been developed taking into account the existing urban planning situation. The dimensions of the facility are 46.2 x 31.5 m.

- Two underground floors will be allocated for parking for 54 cars.
- The first two floors will house a lobby, restaurant, and conference rooms.
- Hotel rooms will be located from the third to the fourteenth floors.
- Space for operation will be organized on the roof.

According to the data from the Ministry of Justice of the Kyrgyz Republic, OsOO "Kaiser" is engaged in providing hotel services. The director is Usupbekov Talantbek Kubanychbekovich, and the founder is OsOO "SK 'PANORAMA'."

The company is registered in Bishkek and is engaged in the construction of residential and non-residential buildings.


The founders are Tuleev Nariman Tashbolotovich, Tuleev Narynbek Tashbolotovich, and Nariman uulu Bakyt, who is also the head of the company.
