The City of the Future: When Will It Happen?
The largest project in recent years—the construction of the city of the future, known as Asmana—was presented in 2022. Many immediately noted that the concept resembled a fairy tale more than reality, especially considering the high cost.However, in July 2023, a capsule was laid to commence the construction of Asmana City.
It was also announced that President Sadyr Japarov signed a decree for the implementation of the eco-friendly city project Kemin City in the Chui region, but there is currently no information on timelines or costs.
Eight Schools with Help from Russia
The project for the construction of schools will be implemented by the Eurasian Stabilization and Development Fund (ESDF) based on an agreement signed by Kyrgyzstan and the fund in the summer of last year. The ratification of the document took place in October 2024.In May 2024, the Eurasian Development Bank (EDB) and LLC "Bishkek Solar" signed an agreement for financing the project, with commissioning planned for the end of 2025. Since then, no further information about the project has been received.
Nevertheless, the authorities decided to build another solar power plant in the same area. On July 25, the cabinet of ministers and RECA LLC – ROX Energy Global signed an agreement for the construction of a solar power plant with a capacity of up to 1,900 MW.
In 2023, the garbage dump in Bishkek, which had long emitted smoke, was extinguished. Last year, the city administration signed an agreement with the Chinese company Hunan Junxin Environmental Protection Co., Ltd. for the construction of a waste incineration plant, which is expected to start generating electricity by the end of November 2025.
New Administrative Complex
During the construction of a new building for the head of state’s administration, discussions were also held about merging the cabinet of ministers. At the opening of "Yntymak Ordo," Sadyr Japarov promised that the construction of a new administrative complex for all ministries and departments would soon begin.The administrative complex is planned to be located opposite the president's administration building. In January of this year, a contractor was selected—the state enterprise "Kyrgyzstroyservice," which will handle the design and construction of the complex. Construction has not yet started.
Stadium in Oroke
The idea of building a new stadium for Bishkek has been discussed for a long time, but only two years ago did the implementation begin. On August 30, 2023, the president laid capsules for the construction of the "Barcelona" academy and a new stadium in Oroke, which will accommodate 35,000 people.The company "Shaako" won the auction for land lease, offering 6 million soms per year and 10% of the constructed area. However, in September 2023, it became known that "Shaako" had withdrawn from the lease, and the plot returned to the city administration. An investigation into the auction is currently ongoing.
The state mortgage company received 1 billion soms for the construction of residential buildings on the site of correctional colony No. 47. In December 2024, keys to 510 apartments in the residential complex "Muras" were handed over, but this is only the first phase. The remaining two phases are yet to be completed in the future.
Launch of a Car Manufacturing Plant
In 2018, the authorities announced plans to open nine car service and agricultural machinery assembly enterprises in Kyrgyzstan, but everything remained at the discussion level. Only in 2022 did it become known that a plant would be built in the Chui region, and only in March 2023 was an agreement signed to create a joint venture.In January 2025, it was announced that the technical and economic justification for the construction of a cable car along Manas Avenue, stretching 6 km, with a capacity of 50,000 to 100,000 people per day, had been completed. Mayor Aibek Junushaliev reported that negotiations with investors for the implementation of this project are underway, and work is planned to start this year. The expected completion dates are 2025-2028, with the project cost estimated at around 70 million euros, but no work has yet begun.
Hotel on the Site of the "Naryn" Restaurant
The legal disputes surrounding the "Naryn" restaurant concluded in May 2017, after which fencing began. The site was removed from the list of historical and cultural monuments.Construction work began actively, but after two years, the process stalled at the foundation level. Starting from the summer of 2025, active construction began at the site of the former restaurant, and several floors of the new complex have already been erected.
Unrealized Factories
In September 2023, the authorities announced plans to build a coal enrichment plant in Kara-Keche, but since then, there have been no updates on the implementation of this project.Additionally, the Western bus station will be relocated again when the construction of the new complex with the Osh market is completed. Residents, accustomed to certain routes, will face changes once more. Currently, two routes operate at the site of the multifunctional complex, and the authorities promise that everything will be organized by the time of opening.
New Hippodrome
In October 2023, news emerged about the construction of a new hippodrome for 20,000 seats near Bishkek, which is to be located on a 210-hectare area. The previous hippodrome building was deemed emergency and subject to demolition.On July 8, 2024, a proposal was received by the city administration from ROX Group and TNG Global Foundation to purchase the property complex "Hippodrome Ak-Kula" with a land plot of 55.73 hectares. The companies intend to build a microdistrict of five buildings over 200 meters high, with a planned implementation period of ten years, but they promise to complete it in five years.
All documents have been signed, and construction work began in March 2025. To date, a huge pit has been dug at the site of the grand project, and the walls of the future complex are being erected. The skyscraper itself, with 45 floors, is not yet under construction, but the project is planned to be completed by the end of 2027.
Creation of a New Square
In September 2024, plans for the construction of a new square in Bishkek were announced, as Ala-Too Square has become outdated. At that time, the Minister of Culture was Altynbek Maksutov.The construction of a new National Bank building began after President Sadyr Japarov visited the site in 2023. The incomplete construction project had been idle for about 30 years.
Small Arena of the D. Omurzakov Stadium
In 2024, the Bishkek city council returned the arena to municipal ownership and began preparations for the construction of a new one: illegal structures were dismantled, and "Bishkekglavarkhitektura" presented a project for a modern two-level complex. “The presidential decree has already been approved; it is currently under review. As soon as it is signed, we can start work,” explained Checheybaev.However, since then, nothing has been heard about the project; there have been no updates on the decree or announcements about the start of construction.
Technopark in Tokmok
The "Altai" project includes a residential and social complex on 234 hectares with 1,551 five-story buildings. A total of 34,004 apartments are planned. President Sadyr Japarov noted at the opening that the complex is created to provide affordable housing for the growing population.Additionally, the construction of 40-story buildings has begun near the "Kok-Zhar" residential area. This project is being implemented by the State Mortgage Company on Dostoevsky Street, near Ankara Street. The 13-hectare plot previously belonged illegally to a private individual but later returned to the state.
