The head of the population affairs department of the State Mortgage Company OJSC, Gulzat Totubaeva, reported at a briefing that in 2026, the issuance of 20,000 apartments in Kyrgyzstan is planned under the state mortgage program.

Gulzat Totubaeva noted that over the past two years, the organization has demonstrated outstanding results in the implementation of the housing program.

“The State Mortgage Company was established in 2016 and initially operated through partner banks. We checked the compliance of applications with the program criteria, while the banks made decisions on financing approval or denial. By the end of 2022, within the framework of our program, 9,000 families received housing financing. After that, the country's leadership decided on the need to change the mortgage policy. Since the beginning of 2023, we have started to build multi-story buildings independently, which has allowed us to issue 4,600 apartments during this time,” she said.

Additionally, Totubaeva mentioned that many citizens have complained about the long wait in line since 2020 and 2021.

“At the moment, we only started construction in 2023, and the first apartments began to be issued in December 2024. Therefore, in 2026, the queue will start moving much faster. We plan to issue about 20,000 apartments across the country, of which more than 4,000 will be located in Bishkek,” she added.
