According to local authorities, the work was initiated by the order of President Sadyr Japarov. As part of the restoration efforts, two elevators were installed, and refrigerators and washing machines were provided to the owners of six severely damaged apartments.
The Mayor of Osh, Jenishbek Toktorbaev, stated that documents for the commissioning of the residential building will be prepared within a week. Currently, heating, electricity, and water supply have already been connected to the building, and the completion of gas supply is planned within the next two days.
As reported on October 20 by Zamirbek Zhanybaev, the senior inspector of fire supervision of the Ministry of Emergency Situations for the Osh region, the fire started on October 19 in a multi-story building on Mamatzakova Street. The construction company "Emakom" was held accountable for violating fire safety regulations, as the building had not been commissioned. Zhanybaev clarified that the fire occurred due to violations, and the company "Emakom" will be fined 23,000 soms under Article 143 "Violation of Fire Safety Rules" of the Code of Offenses.
During the inspection, serious deficiencies were identified, including the absence of a fire alarm and smoke removal system, blocked fire pipes, and the lack of hydrants. We issued an order to eliminate all violations and conduct a re-inspection of the facility.
Since the building did not go through the official commissioning procedure, its occupancy is illegal. Construction began in 2019, and residents started moving in in 2022, despite the absence of the necessary documents. We will send an order to the company "Emakom" to rectify all identified deficiencies and bring the facility in line with fire safety regulations," added Zhanybaev.
The fire in the residential complex "Iskhak Razakov" occurred on October 19, 2025. The developer is the company "Emakom," located at 226 Aisha Mamatzakova Street.
The fire started in the early hours of October 19, 2025. Nine fire crews and city services were dispatched to the scene. The area of the fire was approximately 2000 square meters.
Extinguishing the fire took more than 10 hours. Preliminary data indicates that 15 apartments were affected. Of these, 11 burned on the 13th floor, 1 on the 12th floor, 2 on the 10th floor, and 1 apartment on the 6th floor.
The fire quickly spread to the 13th floor, where there were 12 apartments, 6 of which were in each wing. Three apartments were occupied by female students, while the others were empty. At the time of the fire, the students were not in their apartments.
The Osh City Hall reported that restoration work is being carried out on the instructions of President Sadyr Japarov.
Official documents indicate that the head of the LLC "Construction Company Emakom" is Dzhusupov Emilbek Ramidinovich, and the founder is Dzhusupov Melis Romidinovich.
The company was registered on September 21, 2017, and underwent re-registration on February 12, 2019.
Melis Dzhusupov was previously a deputy of the Osh City Council from the "Ata-Jurt Kyrgyzstan" party. His brother, Emil Dzhusupov, was also a deputy of the Jogorku Kenesh from the "Isheni" party.
In 2024, Turmush reported that the State Architectural and Construction Control Department for the Osh region filed a lawsuit against LLC "SK Emakom" for unauthorized construction of a 12-story building at 226 A. Mamatzakova Street (residential complex "Iskhak Razakov").
The Osh City Court granted the lawsuit on May 31, 2023, ordering the company to demolish the illegally constructed object at its own expense.
The demolition of the building must be carried out at the expense of LLC "SK Emakom" as per the court's decision.
The press service of the Osh Regional Court reported that the decision to restore the deadline for appeal was granted on September 26, 2023, and the procedural deadline was restored.
However, as reported by the press service, the decision of the Osh City Court remained in force, and the appeal was rejected.
Subsequently, the judicial panel of the Supreme Court overturned the decisions of the two instances regarding the demolition of the 12-story building being constructed by LLC "SK Emakom." This decision was made on March 26, 2024.
The materials of the case were sent for reconsideration to the court of first instance.
