According to her, the situation in Bishkek leaves much to be desired. "In our program, there are about 80,000 participants registered across the republic, and the majority of them are concentrated in Bishkek. In other regions, this problem is not as pressing. For example, in Tash-Kumyr, a month ago, one of the applicants who registered in September 2025 already received their housing," Totubaeva said.
She also added that the State Mortgage Company is actively working on improving the housing program and finding new sources of funding.
“We plan to resume funding through partner banks, including the Asian Development Bank, by the beginning of 2026, with a focus on supporting women. Additionally, to reduce the burden on applicants in Bishkek, citizens working in the capital will be able to choose housing in the regions,” Gulzat Totubaeva clarified.
The head of the department also reminded that within the framework of the program, half of the apartments in each project are allocated through the shared construction mechanism, while the rest go to the applicants.
Among the applicants, three main categories are distinguished:
- preferential mortgages for budget employees;
- social mortgages for vulnerable groups;
- affordable mortgages for private sector workers.
“When an applicant's turn comes to receive an apartment, we recheck the citizens' compliance with the selection criteria: whether they need housing, whether they are employed, and whether their spouses have owned property in the last three years. We also analyze their credit history. However, this does not happen in the same way as in banks, since this is a social program. Our main task is to provide housing for those in need. The main thing is that citizens do not have active delays and court claims,” Gulzat Totubaeva concluded.
