Previously, Tyuleev promised to restore traffic on the avenue by December 1, but the passage between Abdrahmanov and Shopokov Streets remains closed.
According to foreman Ernis Satarov, asphalt laying and marking are ongoing on the section from Shopokov to Ibraimov. The opening of the passage is planned for "in the near future".
"Interior finishing work in the underground part is 70-80 percent complete. We apologize to residents for the inconvenience caused," he noted.
Civil activist Kalicha Umuraliyeva previously expressed protest against the construction of a three-story building near TSUM, which raises questions about its purpose, especially considering the construction bans in this area. She appealed to officials to clarify whether an urban planning council was held with the author of the changes in the protected zone.
Deputy Mayor Azamat Kadyrov, in response, merely reminded that the first underground passage between Shopokov and Abdrahmanov Streets is being constructed in the vicinity, which was included in the plans and passed all necessary urban planning procedures.

Let’s not forget that former mayor Nariman Tyuleev is responsible for the implementation of the large-scale project to create a multifunctional underground complex, Old Bishkek, in the center of the capital. However, an above-ground part was unexpectedly added to the project, which was not originally planned. Local residents express dissatisfaction with the aesthetics of the new building.
