First Meeting of the New Parliament

The elections for the Jogorku Kenesh of the VIII convocation took place on November 30. According to the Constitution, the new parliament must hold its first meeting no later than 15 days after the official announcement of the election results, which may occur in December.

Launch of New Bridge Construction

While Bishkek is still celebrating the new bridge on Auezov Street, the city hall and the company "Bai-Tash Group" have already begun preparations for the construction of another bridge over the "Mother-in-law's Tongue" canal, located at the intersection of Ch. Valikhanov Street and Shabdan Baatyr Avenue. This area has long caused traffic jams and created inconveniences for pedestrians. The city hall promises that the new bridge will be much wider, with six lanes for vehicles and 3-meter sidewalks on each side. Construction will start in December 2025, with a planned completion date of June 2026. The city hall will finance the project.

Opening of Chuy Avenue in the City Center

Electricity from Waste Incineration Plant

The waste incineration plant, which converts waste into electrical energy, began operations back in November. This is the first facility of its kind in Central Asia that produces electricity from household waste, and the resulting ash will be used as a construction material.

Currently, the plant generates 18 MW, and after reaching full capacity, it is planned to increase production to 30 MW per day, processing up to 1.2 tons of waste daily. According to the city hall, the plant was built using modern technologies, and only a small volume of condensate is released during incineration. In the future, capacity is expected to increase to 3000 tons per day, and it is planned to accept waste from the Chuy region.

Changes for Travelers to Russia

Starting from December 1, 2025, all foreigners entering Russia will be required to submit biometric data (photo and fingerprints) at border checkpoints, provided the necessary equipment is available. The experiment will last until June 30, 2026. Exceptions will be made for citizens of Belarus, diplomats, courier service employees, and children under six years old. Those traveling to Russia without a visa are encouraged to fill out an electronic application in advance and submit their biometrics through the RuID app — this is done on a voluntary basis and will not affect entry.

Extended Holidays for First Graders

In December, first graders will have additional holidays. For six-year-old children studying in the first grade, winter holidays will be extended by two weeks: from December 24, 2025, to January 18, 2026. Other students will have holidays according to the schedule: from December 31 to January 11, with classes resuming on January 12.

Navigation Seals for Cargo to Kazakhstan

From December 1, 2025, to January 15, 2026, the State Tax Service of the Kyrgyz Republic will launch a pilot project for the use of navigation seals for road transport between Kyrgyzstan and Kazakhstan. Seals will be installed free of charge and on a voluntary basis for all types of goods. They will be installed at the "Ak-Tilek" checkpoints in Kyrgyzstan, at the Kazakhstan-Russia border, and "Karasu" in Kazakhstan, while removal will take place at delivery points in Bishkek and Almaty, as well as at the border during transit. To participate in the project, companies must contact local tax authorities.

Liquidation of Non-Operating Companies

The State Tax Service of the Kyrgyz Republic has published a list of non-operating companies and individual entrepreneurs. Thirty days after publication, the process of their forced liquidation and registration cancellation will begin. During this period, creditors and other interested parties may contact the tax office if they have legal grounds to halt the procedure. The agency notes that these measures are aimed at updating the tax base and increasing business transparency.
