Kyrgyzstan: Personnel Changes from February 23 to 27

Over the past week, significant personnel changes have occurred in Kyrgyzstan.

Changes in the government.


Erlist Akunbekov has become the new Deputy Prime Minister and Minister of Water Resources, Agriculture, and Processing Industry. His responsibilities will include overseeing water policy, supporting farmers, and developing the processing sector.

From this position, Bakyt Torobaev has resigned.

Damirbek Osmonov has been appointed Minister of Health, replacing Kanybek Dosmambetov, who held this position since December 24, 2025. Damirbek Osmonov, 44 years old, is a cardiologist with many years of experience, head of the Cardiology Department at the International Medical University of Bishkek, and the chief freelance interventional cardiologist of the Ministry of Health of the Kyrgyz Republic.

Aibek Aydarov has become the Deputy Minister of Justice, replacing Orozbek Sydykov, who held this position since 2023.

Aibek Aydarov previously worked as the head of the Legal Support Department in the Ministry of Economy and Commerce of the Kyrgyz Republic.

Elinara Subakozhoeva has been appointed Deputy Minister of Digital Development and Innovative Technologies. She began her career in 2008 at MegaCom and has reached leadership positions over the years, including heading the State Communications Agency.

Iskender Sulaymanov has become the new Deputy Minister of Emergency Situations. He was born on September 15, 1985, and previously held various positions in the Parliament of Kyrgyzstan.

Kanatbek Chynybaev has also been appointed Deputy Minister of Emergency Situations, taking the place of Akyldbek Mazaripov. Previously, Azamat Mambetov was the first Deputy Minister, and now he has become a Deputy Minister.

Amantur Tursuniyazov has been appointed Deputy Minister of Natural Resources, Ecology, and Technical Supervision, and has also headed the Kyrgyz Geological Service.

These appointments are aimed at optimizing the work of key sectors of the economy and social sphere.

The new First Deputy Speaker of the Jogorku Kenesh, Medербек Aliyev, was elected by the parliamentary group "El ümütü – Ata Jurt." His candidacy was supported by 74 deputies, with 3 against.

The resigned Chyngyz Ajibayev was replaced by two new deputies — Rayimberdi Duyshenbiev and Jailoobay Nyshanov, who took the oath. Rayimberdi Duyshenbiev represents constituency No. 14, while Jailoobay Nyshanov represents constituency No. 15.

Rayimberdi Duyshenbiev previously served as the Chief of the General Staff of the Armed Forces of the Kyrgyz Republic.

Almasbek Abytov has been appointed the new head of the Jogorku Kenesh apparatus. Prior to this, he was the authorized representative of the president and the cabinet of ministers in parliament.

Aibek Iminov has become the Deputy Chairman of the National Agency for Religious Affairs.


He previously worked in the regulation of religious organizations and held the position of head of the expertise department in the State Commission for Religious Affairs.

Resignations of district akims.


Kanat Tabaldiev has left the position of akim of the Kara-Suu district, submitting a resignation letter. Manas Murataliev, the akim of the Toguz-Toro district, has also resigned for similar reasons.

Changes in city administrations.


Kanatbek Mamatov has been appointed director of the Department of Physical Culture and Sports of the Bishkek City Hall, replacing his predecessor.

The Deputy Director is now Rustam Alisherov, who previously worked as an inspector in the city hall.

Omorbek Torobaev has been appointed the First Deputy Mayor of Osh, replacing all vice-mayors due to the appointment of a new mayor.

Ernis Toltoev has become the Deputy Mayor of Osh, responsible for city projects and municipal services.

Myktybek Osmonaliev has been appointed head of the Osh city hall apparatus. In this position, he replaced Masuda Aydarbekova, who is now the Deputy Mayor.

The mayor of Kant, Ulan Maylibashev, has resigned voluntarily.

In Manas, the new First Deputy Mayor is Damirbek Davlyanov, who has experience working in the Ministry of Internal Affairs, while the former Kubanychbek Imanaliev has left the position.

Mirgul Egemova has been appointed Deputy Mayor of Manas for construction.

Additionally, the mayor of Shopokov, Radju Noruzbaev, has resigned voluntarily.
