Askhat Talant uulu elected as the speaker of the Manas City Council

Askhat Talant uulu has become the chairman of the Manas City Council.

According to information from a Turmush correspondent, after the second round of voting for the speaker of the Manas City Council, Askhat Talant uulu received support from 25 deputies and became the new chairman.

It is noteworthy that in the first round, none of the candidates was able to gain the required number of votes:

- Askhat Talant uulu — 20 votes;

- Emilbek Satarbaev — 16 votes.

To be successfully elected, a candidate needed at least 21 votes, which made the results of the first round insufficient. After a break of an hour and a half, the deputies again discussed the candidacy of Askhat Talant uulu.

In the second voting, 35 deputies participated. Askhat, being the only candidate, received support from 25 elected representatives and was elected chairman of the Manas City Council.

Askhat Talant uulu was born on July 9, 1993, in the village of Ak-Took, Suzak district. At the time of the elections, he worked as a lawyer at the Closed Joint-Stock Company "Kelechek".

He is a graduate of the Faculty of Law of the Kyrgyz National University named after Jusup Balasagyn.

- Deputy of the Manas City Council of the 10th convocation since 2024 from the political party "Emgek";

Turmush reported that the speaker of the Manas City Council, Nurtilek Bolotov, resigned. This statement was made on March 9, 2026, during a session.

Bolotov was elected speaker in September 2025, when his candidacy was supported by 37 out of 41 deputies.

Bolotov became the second speaker of the Manas City Council in this convocation. Turmush reported that the newly elected deputies of the Jalal-Abad City Council gathered for a session on November 28, 2024.

Among the 41 elected deputies, 12 were women. Three political parties participated in the city council elections, all of which overcame the 5% barrier. The distribution of votes is as follows:

- "Zhanı Kyrgyzstan" Party — 48.52% (20 mandates);

- "Adilet" Party — 40.67% (17 mandates);

- "Emgek" Party — 9.67% (4 mandates).

At the first session, the factions announced the creation of a coalition of three parties called "Bek," with Nurtilek Bolotov (faction "Zhanı Kyrgyzstan") as the leader.

In addition, all three parties nominated a single candidate for the position of speaker of the Jalal-Abad City Council — Orozbek Turdubekov. The voting involved 40 deputies out of 41.

37 deputies supported Turdubekov's candidacy, while 3 voted against.
