
Issues related to fuel smuggling, taxation of individual entrepreneurs, as well as the unified and land tax, are becoming particularly relevant. Currently, the State Tax Service is actively explaining to entrepreneurs their obligations and available benefits. In cases of violations of tax legislation, the service cooperates with the relevant authorities. Discussions on these issues also took place at the IV People's Kurultai.
Taxes constitute the main part of the state budget revenues. In 2025, thanks to tax revenues, the state was able not only to cover all expenses but also to finance social projects and improve infrastructure. The past year was a record one for the State Tax Service and the state budget.
Financial indicators:
- In 2025, tax and insurance revenues amounted to 391.8 billion soms.
- Compared to 2024, the growth was nearly 90 billion soms, which corresponds to 129.6%.
- Tax revenues increased by 80.2 billion soms, while insurance contributions rose by 9.3 billion soms.
Reasons for the growth in tax collections:
- Effective measures for business legalization.
- Transition to modern services and digital technologies instead of fiscal pressure and manual control.
- Growth is ensured by expanding the tax base without increasing rates.
- Consistent policy to reduce the tax burden and expand tax benefits for priority sectors of the economy.
- Simplification of the reporting process and abandonment of excessive inspections.
- Cancellation of a number of control measures.
“The number of small and medium enterprises has increased by 12%, and now there are 20 thousand of them. The number of employees in these enterprises has grown by 5.3%, reaching 617 thousand people. We intend to continue creating favorable conditions for business: implementing transparent and convenient rules, providing stable financial support, and protecting against unjustified administrative barriers, creating equal opportunities for all citizens. The state will be a reliable partner for both novice and experienced entrepreneurs.”
Within the framework of the People's Kurultai, delegates were able to directly address representatives of the State Tax Service, which is an important change compared to previous years. The service provided the "Kabar" agency with information about the measures being taken on the issues raised by the delegates.
“The appeals mainly concerned individual entrepreneurship, taxation of hired workers, land tax, tax revenues to local budgets, combating fuel smuggling, as well as unified and double taxes,” the message notes.
The State Tax Service provided the following clarifications:
- Information on the procedure for deregistering individual entrepreneurship through an application and verification of tax obligations has been provided, as well as the possibility of submitting documents electronically.
- As part of the modernization of tax administration, a mechanism for automatic calculation of land tax based on data from state registers has been implemented, allowing taxpayers to receive information about the tax amount.
- Entrepreneurs have been clarified on the correct approaches to calculating income tax and insurance contributions, and measures to identify informal employment have been strengthened.
- Together with law enforcement and customs authorities, control over illegal fuel transportation in border areas is being carried out.
- Explanatory work is being conducted on the application of the unified tax depending on the type of activity.
- Work is underway to clarify agreements signed by Kyrgyzstan with other countries to avoid double taxation, as well as information on how to account for taxes paid abroad when calculating obligations in Kyrgyzstan.
