During his address to the deputies, the president reminded that the initiative was announced back in 2025 with plans to start implementation in September 2026. However, changes in the schedule of state events have made adjustments. This year, the budget of Kyrgyzstan will be directed towards organizing the Shanghai Cooperation Organization summit, the World Nomad Games, and numerous official visits by foreign leaders, which forces the postponement of funding for the educational project until next year.
Sadyr Japarov also emphasized the importance of the ideological aspect of the student rotation, which should be a logical consequence of successful personnel exchanges among akims and judges. He stressed that this initiative is necessary for the final elimination of the remnants of regional division. The president criticized recent discussions in parliament, reminding that attempts by certain deputies to divide society into opposing sides are unacceptable and threaten statehood. The head of state added that over the past five years, Kyrgyzstan has managed to almost completely rid itself of traditional divisions, and a return to old management methods will not be allowed.
The new program is expected to cover 10,000 budget places in higher educational institutions across the country. Five thousand students from the north will go to study in the south, while a similar number of students from the southern regions will move to the north. The president assured that funding for this project will be secured in the near future, and the initiative itself will be a priority for strengthening the unity of the people and forming a new generation of Kyrgyzstani citizens, free from regional stereotypes.
