
Over the past week, several significant changes in personnel have occurred in Kyrgyzstan.
Kanatbek Chynybaev has been appointed Minister of Emergency Situations.
Previously, Urmatbek Shamyrcanov was relieved of his duties as minister after serving for only about a month. The reason for his dismissal was suspicions of receiving a bribe while he was serving as deputy minister.
Kanatbek Chynybaev was born on November 4, 1983, and graduated from the Issyk-Kul State Technical University named after Ishak Razakov in 2006. In 2018, he also completed his studies at the Academy of Civil Protection of the Ministry of Emergency Situations of Russia.
From 2006 to 2022, he worked in various departments of the Ministry of Emergency Situations of Kyrgyzstan, and since July 2022, he has been on a business trip at the Situational Center of the Presidential Administration, remaining in reserve with the Armed Forces. In February 2026, he was appointed deputy minister of emergency situations.
The positions of two deputy ministers of water resources, agriculture, and processing industry have been vacated.
Bekten Bekbolotov, according to a submitted statement, and Zhanibek Kerimaliev have left their posts. In their place, Aibek Shamenov has been appointed, who previously served as the presidential representative in the Batken region since December 2024 and before that held the position of deputy chairman of the State National Security Committee.
The Central Election Commission prematurely terminated the powers of two deputies.
Deputy of the Jogorku Kenesh Kuvanychbek Kongantiev has submitted his mandate. He was elected from electoral district No. 21 (Leninsky district of Bishkek) and received 13,379 votes, being a member of the deputy group "El ümitü Ata-Jurt" and the chairman of the committee on industrial policy.
In case of his replacement, the seat may be taken by Chingiz Aydarbekov, who previously held the position of Minister of Foreign Affairs and was a deputy in the previous convocation. In the last elections, he ran from the Leninsky single-member district and received 6,259 votes.
Another deputy, Kurmankul Zulushov, elected from multi-mandate electoral district No. 10, has also submitted a resignation letter. His mandate will be transferred to the next candidate, Ulugbek Ormonov, who received 6,735 votes.
Kutman Mamyrkov has been appointed head of the State Agency for Personal Data Protection.
Almazbek Usenov has been relieved of this position. Kutman Mamyrkov was born on March 24, 1984, graduated from Osh State University and the Academy of Public Administration under the President of the Kyrgyz Republic. He has experience working in various ministries and departments, including the position of state secretary of the Ministry of Transport in 2021. In 2020, he also ran as a candidate for deputy from the "Mekeni Kyrgyzstan" party.
Personnel changes have also occurred in the Border Service.
Marat Maralbaev has been relieved of his position as first deputy director - chief of the main staff, and his place has been taken by Mirzamir Sydykov. Daniyar Satimov and Mansur Isakov have also been appointed as deputy chairmen of the State Border Service.
Zhyldyz Sherimbekova has become the head of the press service of the Jogorku Kenesh apparatus.
In 2012, Zhyldyz Sherimbekova graduated from the Kyrgyz-Russian Slavic University with a degree in "International Relations." From 2015 to 2018, she was the press secretary of the presidential representative in the Chui region, and from 2018 to 2022, she held the position of head of the information department of the Central Election Commission.
From 2022 to 2024, she worked as an advisor to the chairman of the National Statistical Committee, and from 2024, she was an expert in the information policy service of the presidential administration. Her predecessor, Zhaynak Usen uulu, was appointed advisor to the speaker of parliament on digitalization issues.
Chyngyz Moldokeyev has been appointed director of the state enterprise "Kyrgyzgeologiya."
He replaced Akyl Toktobaev, who became the Minister of Natural Resources, Ecology, and Technical Supervision. Chyngyz Moldokeyev was born on June 29, 1987, and prior to his new appointment, he served as deputy director of the "Central Laboratory" state enterprise under the same ministry.
New deputy heads of district administrations of the Bishkek mayor's office have been appointed.
Additional positions have been introduced in the municipal administrations of the capital for deputy heads of districts. Marlen Aibekov has been appointed as the deputy head of the Pervomaysky district, previously holding the position of head of the municipal property management department of the Karabalta mayor's office.
Daniyar Manakeev has been appointed deputy head of the Sverdlovsky district, having previously worked as the head of the execution control department in the Bishkek mayor's office.
Talantbek Imankulov has been appointed mayor of Karakol.
Kanybek Adiev has been relieved of his position as mayor of this city. Talantbek Imankulov, born on December 5, 1986, graduated from the law faculty of the Kyrgyz National University and before his appointment worked as a special representative of the president for special assignments.
Akyilbek Orozmatov has become the director of "Osh TV."
He replaced Maratbek Akimbek uulu, who left the position of director of the municipal institution "Osh TV" voluntarily. Akyilbek Orozmatov is a journalist and a graduate of Osh State University, previously working as a press secretary for the Ministry of Education and involved in educational projects of the World Bank. He has also served as the program director of the "Yntymak" TV channel and is the founder of the information portal "Kalyis Media." "Osh TV" was founded in 1991 and is considered one of the first private television channels in Kyrgyzstan, with its first broadcast taking place on May 5, 1991.
