Kyrgyzstan: Personnel Changes from March 16 to 20

Throughout the week, significant personnel changes were made in Kyrgyzstan.

Bakyt Torobaev has been appointed as the special representative of the president for special assignments.


Previously, he held the position of Deputy Prime Minister and Minister of Agriculture.

Mirlankbek Baigonchokov has become the new Deputy Minister of Labor, Social Protection, and Migration of the Kyrgyz Republic.


He replaced Bakyt Darmankul uulu in this position.

Before his new appointment, Mirlankbek Baigonchokov served as the First Deputy Mayor of the capital, Bishkek.

Saira Izakova has been appointed as the First Deputy Minister of Justice.


Saira Izakova was born on March 16, 1987. She graduated from the Kyrgyz National University named after Jusup Balasagyn with a degree in Law.

Since 2010, she has progressed from a specialist to the head of relevant departments in the central office of the Ministry of Justice. Prior to her appointment, she held the position of Deputy Minister of Justice.

Kubanychbek Imanaliev has been appointed as the First Deputy Mayor of Bishkek.


Mirlankbek Baigonchokov left his previous position to take on the new role as Deputy Minister of Labor.

Kubanychbek Imanaliev was appointed from the municipal personnel reserve.

Kairat Mamatov has become the chairman of the Financial Market Regulation and Supervision Service of the Ministry of Economy and Commerce.


This position was previously held by Marat Pirnazarov, who worked in it since May 2023.

Kairat Mamatov was born on February 26, 1982, and has a higher education in economics.

Before his appointment, he was a member of the Central Election Commission, elected in 2021 from the parliamentary faction "Republic – Ata Jurt".

Four new deputies have taken their oaths in the Jogorku Kenesh.

Ulukbek Ormonov became a deputy instead of Kurmankul Zulushov, Mavlyuda Kalberdieva took the place of Shairbek Tashiev, Baktybek Choybekov replaced Nurlanbek Azygaliev, and Altynkul Murzakimova took the position of Gulsunkhan Junushaliev.

Additionally, deputies of the committee chairpersons were elected. Zhanibek Amatov became the deputy chairman of the committee on international affairs, defense, security, and migration. Gulsharkan Kultaeva took the same position in the committee on constitutional legislation. Sovetbek Rustambek uulu became the deputy chairman of the committee on labor, health, social issues, and women's affairs, while Nurjamal Torobekova became the deputy chairman of the committee on science, education, and culture.

Almaz Baketaev has been appointed head of the National Bank.


Melis Turgunbaev submitted his resignation, having held this position since June 26, 2024.

Almaz Baketaev was born on January 20, 1971. He has higher technical and economic education, having graduated from the Frunze Polytechnic Institute with a qualification in economics.

He began his career in tax authorities, working in tax police, the State Tax Service, and the Ministry of Finance in various positions. He also served as the Deputy Mayor of Bishkek, overseeing the financial and economic block.

Since 2021, he has held the position of Minister of Finance of the Kyrgyz Republic.

Aigul Ryskulova has headed the Department of Labor Migration and Social Protection of the EEC.


She was born in 1964. She graduated from the Faculty of Law of the Kyrgyz State University and the Academy of Labor and Social Relations in Moscow with a degree in labor economics.

She has worked in social services, held the position of Minister of Labor and Social Development, and was also the chairperson of the State Committee for Migration and Employment.

From 2014 to 2018, she served as the Deputy Mayor of Bishkek for social issues, and from 2020 to 2024, she represented Kyrgyzstan in the Economic Affairs Commission of the CIS Economic Council.

Iad bin Ghazi Hakim, the Ambassador of Saudi Arabia, has officially begun his work in Kyrgyzstan.


Ibrahim bin Radi Al-Radi has been working in Kyrgyzstan since June 2021.

Kiyalbek Tashpolotov has been appointed director of the Republican Center for Medical and Social Expertise under the Ministry of Labor.


Elmira Ramankulova previously held this position.
