In Jalal-Abad Region, 32 state hospital buildings were illegally transferred to private individuals

Cases of illegal alienation of healthcare facilities have been discovered in the Jalal-Abad region, as reported by the State Committee for National Security (GKNB) of the Kyrgyz Republic.
According to the data, 32 administrative buildings and 5 plots of land located on the territory of the Jalal-Abad Regional Clinical Hospital in the city of Manas, as well as hospitals in Bazar-Korgon and Kochkor-Ata, were transferred to private ownership without the appropriate documentation. These buildings were used for commercial purposes, including medical centers, pharmacy points, and catering establishments.
The GKNB reminded that according to the decree of the president of the republic, social infrastructure facilities cannot be transferred to private ownership. Furthermore, according to Article 44 of the Land Code of the Kyrgyz Republic, buildings and structures are inextricably linked to the right to the land plot assigned to them.

It was noted that during the period of illegal alienation and use of these facilities, rental payments to the budget were significantly understated, leading to substantial financial losses for the state. However, after the return of the buildings and land plots to state ownership, the rental conditions were revised, resulting in a significant increase in rental income to the budget.

As a result of the investigative and operational activities carried out, the specified facilities and land plots were returned to state ownership.
