According to information from the GKNB, during operational activities, it was established that 32 administrative buildings and 5 land plots belonging to the Jalal-Abad Regional Clinical Hospital in Manas, as well as the hospitals in Bazar-Korgon and Kochkor-Ata, were illegally alienated and used for commercial purposes. Private medical centers, pharmacies, retail outlets, and even fast-food establishments operated on these properties.
It is noted that according to Presidential Decree No. 37 dated February 16, 1995, social infrastructure facilities cannot be privatized. Also, according to Article 44 of the Land Code, buildings and structures are inextricably linked to the right to the land plot assigned to them.
As a result of the investigation, it was established that during the illegal operation of these properties, rental payments were significantly understated, leading to substantial losses for the state budget. After the return of the property to state ownership, the lease conditions were revised, and revenues to the budget significantly increased.
All illegally transferred buildings and land plots have been returned to the state. The investigation is currently ongoing.
