The deputy asked Deputy Minister of Labor Kamchybek Dosmatov about the number of specialists monitoring compliance with labor protection standards. Dosmatov explained that the ministry has a labor protection service with 28 employees.
Bekeshev expressed doubt about the sufficiency of such a number of inspectors for effective oversight across the country, especially considering the high level of accidents in the construction industry. According to the deputy minister, over 100 incidents were registered in 2025, leading to fines totaling around 5 million soms.
The deputy also inquired about who monitors compliance with safety regulations at construction sites. Deputy Minister of Construction Talantbek Imanakun uulu explained that each site is registered after work begins, where safety conditions are checked, training is conducted, and records are kept.
According to Imanakun uulu, ten cases of accidents with varying degrees of injury were recorded in 2025, and some leaders of large construction companies, as well as employees of government agencies, were held accountable for insufficient oversight.
He added that last year fines for safety violations amounted to 6 million soms, and digital technologies and video surveillance systems have been implemented at construction sites.
However, Bekeshev is most concerned about the issue of compensation for the victims. He cited a case in the Osh region, where a man fell from the upper floor of a nine-story building under construction, became disabled, and has still not received the compensation due to him.
In response, Kamchybek Dosmatov noted that the labor inspection conducts checks according to an annual plan and also carries out unscheduled inspections based on incoming complaints.
