Illegal transfer of state property has been discovered in Bishkek, represented by an industrial base that includes workshops and warehouses located at: Frunze St., 1A.
According to the press service of the State Committee for National Security (GKNB), in 1988, an LLC named "Aibol" was established on the basis of the Housing and Utilities Enterprise of the joint-stock company "Kyrgyzkurulush," which was transferred the industrial base along with a land plot of 0.64 hectares during privatization.
At that time, LLC "Aibol" undertook the obligation to maintain its profile of activities and service residential buildings, without the right to change the direction of work or dispose of the property without the consent of all founders.
However, starting from 2010, there was a gradual reduction of communal services, and the property began to be used for commercial purposes. Control over the enterprise was transferred to citizen D.B., then Deputy Head of the Government Office of the Kyrgyz Republic, through his mother R.Z., who was appointed as the director of LLC "Aibol."
As a result of the conducted operational and investigative actions, D.B. decided to return the industrial base with workshops, warehouses, and a land plot of 0.64 hectares to state ownership, which will allow for the compensation of the damage caused.
According to the new regulation developed by the State Agency for Architecture, Construction, and Housing under the Government of the Kyrgyz Republic, the land plots will be assessed by independent experts and transferred to the balance of the Bishkek City Hall.
