
At a meeting of the Jogorku Kenesh Committee on Labor, Health, Women's Affairs, and Social Issues, Vice-Speaker Meder Aliyev presented a draft law that includes amendments to three key laws: the Civil Procedure Code of the Kyrgyz Republic, the Code on Children, and the Law on Advertising.
In his speech, Aliyev noted that the variety of narcotic substances has significantly increased at present.
“Within the framework of the 7th convocation, we have made amendments that toughen penalties for drug trafficking, including pharmaceutical drug addiction. Now, pharmacists who sell potent medications to minors can face up to 3 years in prison. We also found that the old criminal code lacked penalties for drug advertising. The new measures provide for imprisonment from 5 to 15 years for selling drugs over the internet and in Telegram channels. Unfortunately, high school students and university students are actively involved in this problem,” he said.
According to Aliyev, the situation with drugs continues to deteriorate.
“If previously the main drugs were hashish and heroin, now new psychotropic substances, their analogs, and precursors have emerged,” he added.
