
A deputy proposes new formulations in legislative acts
The draft amendments affect the Civil Procedure Code, the Law on Children, and the Law "On Advertising" to eliminate the possibility of circumventing regulations due to terminological inconsistencies.
The initiative came from Deputy Medera Aliyev of the Jogorku Kenesh, who proposed changes to legislative acts to address gaps in terminology related to the circulation of narcotic and other psychoactive substances.
According to the explanatory note to the bill, the current regulations use the term "narcotic drugs," while the new Law "On Narcotic Drugs, Psychotropic Substances, Their Analogues and Precursors" introduces broader categories, including psychotropic substances, their analogues, precursors, and potent substances.
The author of the initiative emphasizes that differences in formulations may lead to certain substances not formally falling under restrictions or liabilities. To address this issue, it is proposed to unify the terminology and expand the regulations so that the fight covers not only narcotic drugs but also psychotropic, synthetic, and potent substances.
The amendments to the Civil Procedure Code, the Code on Children, and the Law "On Advertising" imply that changes in the latter will concern the prohibition of advertising not only drugs but also other psychoactive and potent substances.
