
The document was created to implement the requirements of both local and international legislation.
The Ministry of Internal Affairs of the Kyrgyz Republic has proposed to improve the list of controlled narcotic and psychotropic substances, as well as their analogs and precursors. This draft law has been presented for public discussion.
The purpose of the document is to comply with the norms of the Criminal Code and the Code of Administrative Offenses of the Kyrgyz Republic, as well as to fulfill the country's international obligations under the Single Convention on Narcotic Drugs of 1961, the Convention on Psychotropic Substances of 1971, and the UN Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988.
It is planned to expand several lists. Four new substances are proposed to be included in List I of narcotic substances under special control: N-pyrrolidino protonitazene, N-pyrrolidino metonitazene, N-desethyl-isotonitazene, and etonitazepipn. Hexahydrocannabinol (HHC) and lisdexamfetamine will be added to List II of psychotropic substances. List III will be supplemented with carisoprodol.
Additionally, 14 new items are planned to be added to the list of analogs of narcotic and psychotropic substances, including substances such as 4-BMC (brefedron), ADB-INACA, MDMB-INACA, MDPHP, and other synthetic compounds.
