In Kyrgyzstan, the social contract is available for two groups of citizens. The first group includes low-income families with children under 16 years old who receive support in the form of the "Uiy bulogo zholok" allowance. The second category consists of families recognized as "Zhakyry uiy buloo." This was reported by Zhalyn Toktosunov, a leading specialist in the Employment Promotion Department of the Ministry of Labor, Social Security, and Migration of the Kyrgyz Republic, on the program "Elden Sobol."
According to Toktosunov, for families recognized as low-income, a mandatory condition is the registration of a social passport at the ayil okmotu (village administration).
He also provided data on the comparative effectiveness of state support: while the "Uiy bulogo zholok" allowance amounts to 1200 soms per month for one child, families that enter into a social contract can expect a stable income of 15,000 soms or more monthly.
“Currently, the social contract can be considered one of the most effective tools in the fight against poverty,” noted Zhalyn Toktosunov.
