The Central Commission for Elections and Referendums has placed information gathered during the early elections for deputies of the Jogorku Kenesh, scheduled for November 30, in the Register of Complaints and Violations.
According to the data from the Register, on October 11, information was received by the CEC from the Internal Affairs Department of the Ala-Buka district regarding the initiation of a preliminary investigation. The reason for this was a post on Facebook by user Adyl Umarov, who announced his candidacy for deputy in constituency No. 15.

In his post on October 10, Umarov declared his intention to participate in the early elections and reported that he had submitted an application to the CEC. This message was registered on October 11 in the automated information system "Complaints, Accounting, and Initiation" under the number 02-028-2025-001070.

After conducting an investigation, on October 13, the Internal Affairs Department of the Ala-Buka district decided not to initiate a criminal case, citing paragraph 2 of part 1 of article 27 of the Criminal Procedure Code, as no elements of a crime were identified.

Constituency No. 15 includes the following territories: fully the Kosh-Dobonsky, Ak-Jolsky, Sary-Cheleksky, and Kara-Kamyshsky rural districts and the city of Kerben in the Aksy district; as well as fully the Ayrı-Tamsky, T. Baltagulov, Intymaksky, and Ala-Buka rural districts of the Ala-Buka district; and the Terek-Saysky and Kanysh-Kiysky rural districts of the Chatkal district.
