
The President of the Kyrgyz Republic, Sadyr Japarov, has approved a draft law titled "On Amendments to Certain Laws of the Kyrgyz Republic in the Field of Education, Science, and Healthcare." This law was adopted on December 24, 2025, by the Jogorku Kenesh.
The purpose of the new law is to implement the presidential decree regarding the introduction of a state monopoly on the training of medical specialists, which was signed on August 28, 2025, under number 250. The law aims to improve the system of personnel training in the field of medicine and pharmaceuticals, as well as to ensure their retraining and professional development. It also implies conducting comprehensive scientific research on current healthcare issues and optimizing the use of resources in educational institutions, including improving their material and technical base.
According to the new law, amendments are expected to be made to several existing legislative acts of the Kyrgyz Republic:
– The Law "On the Licensing and Permitting System in the Kyrgyz Republic" will be supplemented with a provision that cancels the license or permit if the educational organization providing training in healthcare does not pass state accreditation;
– The Law "On Science" will be clarified regarding the legal status of scientific organizations engaged in research activities in the field of healthcare;
– The Law "On Education" will be supplemented with new terms such as "state accreditation" and "educational franchise";
– The Law "On the Protection of Citizens' Health in the Kyrgyz Republic" will expand the powers of the Ministry of Health, allowing it to issue licenses for educational activities for organizations offering professional and additional education programs, as well as training scientific personnel in the field of healthcare.
