President Sadyr Japarov, addressing the deputies of the Jogorku Kenesh, emphasized the importance of careful analysis and consideration of their statements when raising issues in parliament.

He noted that before approaching the microphone, it is necessary to assess how well-founded the topic being raised is and how it may affect the interests of the state.

The president reminded that on the day of the oath-taking of the new deputies, he had already urged them to avoid raising questions merely to make a good impression on the public.

“There is no need to rush to the microphone just because 100–200 people have gathered and started expressing discontent. It is important to analyze in advance whether the question is correct, useful, or, on the contrary, harmful to the state. I again appeal to the deputies: before raising any issue, it should be thoroughly studied, following the principle of 'measure twice, cut once,' and assess what benefit it will bring to the people and the country,” he said.

The president also noted that if the actions of the state indeed provoke criticism, deputies have the right to raise the relevant questions. Nevertheless, he called for discussing sensitive topics in a dialogue format.

“Deputies have the right to gather people for discussion if the public insists on it. They can invite representatives of the government, hold a discussion, and only after that approach the microphone,” the president added.
