A corruption scheme related to the illegal allocation of land plots for private ownership has been uncovered in Kyrgyzstan. The main organizer turned out to be U.B., the head of the Kara-Kul city architecture and construction department. This was reported by the State Committee for National Security (SCNS) of the country.
Intelligence services report that in 2021, U.B., while serving as the chief specialist of the urban planning and architecture department of the Uzgen district, received 2 million soms from a citizen M.D. for the allocation of four land plots, each measuring 7 acres, located in the Bash-Debe rural administration. He promised to carry out all necessary procedures unofficially and later requested an additional 200,000 soms allegedly for document processing and registration of the plots.
However, according to SCNS data, U.B. was unable to complete his criminal plan due to the start of active implementation of the state anti-corruption policy, which led to an intensification of the agency's work in this area.
As a result, U.B. was unable to transfer the plots to M.D.'s ownership and used the 2.2 million soms received for personal needs. On February 4, 2026, he was charged under Article 209, Part 4, Clause 4 of the Criminal Code of the Kyrgyz Republic for fraud using his official position, and he was taken into custody.
The investigation of this criminal case is ongoing, during which measures are being taken to identify other involved parties and similar cases.
