In early September 2025, the press service of the State Committee for National Security (SCNS) reported the detention of T.A.K., who held the position of head of the department of the State Institution "Cadastre." This detention was the result of a criminal case opened in connection with the illegal recognition of ownership rights to a land plot of 4.5 hectares located in the village of Chok-Tal in the Issyk-Kul district. The investigation indicates that T.A.K. was one of the initiators of the establishment of the agricultural cooperative "Demal" and actively participated in the organization of the unlawful registration of rights to this plot, which is located in the coastal zone of Lake Issyk-Kul.
According to the investigation, T.A.K. acted with the support of interested officials, using forged official documents for the illegal transfer of state land to private ownership.
On August 27, 2025, T.A.K. was placed in a temporary detention facility, and the investigation is currently ongoing.
According to the case materials available in the State Register of Judicial Acts, the charges include the development of a criminal plan to transfer a pasture land plot, which is exclusively owned by the state, into the hands of controlled individuals.
T.A. has been charged under Article 336 Part 1 of the Criminal Code ("Corruption").
The Karakol City Court extended T.A.'s detention until the investigation is completed. The defendant's lawyer filed an appeal, claiming that the corruption charges are unfounded and unsubstantiated, as T.A.K. has not received or requested any material benefits since the establishment of the cooperative.
The lawyer also requested the court to consider the possibility of applying a milder measure of restraint, such as house arrest.
On October 15, 2025, the judicial panel of the Issyk-Kul Regional Court upheld the city court's decision.
The database of the Ministry of Justice indicates that the head of the agricultural cooperative "Demal" is Malikaidarov Bakhtai Alymovich, and among the founders are Azhieva Gulmira Turistbekovna, Sazaev Temirlan Zholchubekovich, Sakiyeva Kanymgul Duyshievna, Iskakov Tariel Melisovich, Suyunbaev Sultan Tabyldievich, Akzholtoev Kolbai Mukashevich, and Maksutov Talantbek Zhanibaevich.
The main direction of the cooperative's activities includes crop production combined with livestock breeding. The cooperative was registered on January 14, 2008, and underwent re-registration on August 16, 2012.
In the village of Chok-Tal, there is also a guest complex with cottages that bears the same name.
