According to the agency's information, the detainees are suspected of entering into an unfavorable contract. In 2024, the Ministry of Water Resources and Agriculture, using funds from the republican budget, installed drip irrigation systems and a pool on a 60-hectare plot of land in the village of Bakayir. However, the head of the district, U. B. A., and the land specialist, B. S. A., leased this plot to their close relatives. As a result of these actions, the state suffered damages amounting to 1,579,980 soms.

The operation to detain the suspects took place on December 5, and they were placed in the temporary detention facility of the Talas Department of Internal Affairs. Further investigation is underway.
