Marlen Mamataliyev was elected as the speaker of the Jogorku Kenesh.
His candidacy was supported by 77 deputies, five voted against, and one ballot was declared invalid. Four ballots were spoiled.
Nurlanbek Turgunbek uulu announced his voluntary resignation from the position of speaker.
Marlen Mamataliyev turned out to be the only candidate for this position.
He was born on March 24, 1981, and has represented the Jogorku Kenesh of the VII convocation since 2021, heading the parliamentary faction "Yntymak" and the committee on budget, economic, and fiscal policy.
In 2025, he was elected as a deputy of the VIII convocation from single-mandate district No. 22 (First May district of Bishkek), taking second place in the number of votes.
As a result of the work of the Jogorku Kenesh of the VII convocation, he topped the ranking for the number of initiated and adopted laws.
Personnel changes in the GKNB.
President Kamchybek Tashiev has relinquished two positions: Deputy Chairman of the Cabinet of Ministers and Chairman of the GKNB, a position he held since October 16, 2020.
Jumgalbek Shabdanbekov was appointed as the acting chairman of the GKNB. Since 2020, he has served as the head of the Ninth Service and Deputy Head of the State Committee. He is 55 years old, and in 2022, he was awarded the rank of Major General.
The candidacy of Jumgalbek Shabdanbekov will be submitted for approval to the Jogorku Kenesh for the position of chairman of the GKNB.
Also, the deputies of Kamchybek Tashiev lost their positions: the First Deputy Chairman of the GKNB Kurvanbek Avazov, the Deputy Chairman of the GKNB and Director of the Coordination Center for Cybersecurity Daniel Rysaliev, as well as the Deputy Chairman of the GKNB and Director of the Anti-Terrorism Center Elizar Smanov.
Rustam Mamasadykov, who previously held the position of Secretary of the Security Council, became the First Deputy Head of the GKNB.
Uranbek Shadybekov was appointed Deputy Chairman of the GKNB and Head of the Cybersecurity Center.
Alisher Erbaev became Deputy Chairman of the State Committee for National Security and Director of the Anti-Terrorism Center of the GKNB.
Abdikarym Alimbaev was relieved of his duties as First Deputy Chairman of the GKNB and appointed Chairman of the State Border Service, which has been removed from the structure of the state committee.
Syrgak Berdikozhoev became the Chairman of the State Guard Service under the President.
There is virtually no information about Syrgak Berdikozhoev in open sources, only that he is a security official.
Earlier, Sadyr Japarov signed a decree to establish the State Guard Service, which was based on the Ninth Service of the GKNB and reports directly to the president. The service will be responsible for the security of protected individuals and facilities within its authority.
In the Jogorku Kenesh, Bektur Zulpiev was appointed as the authorized representative of the president and the cabinet of ministers.
Almasbek Abytov left his position voluntarily, having served in this role since 2021.
Bektur Zulpiev was born on January 28, 1965, and previously worked in the president's office and was the chairman of the commission on education issues.
Since September 7, 2023, he has held the position of advisor to the President of the Kyrgyz Republic.
Zulpiev participated in the preparation of amendments to the Constitution in 1998 and 2003, as well as in the development of the draft Constitution of 2010, and he is mentioned as one of the authors of the new edition of the Constitution of Kyrgyzstan.
Adilet Orozbekov was appointed Secretary of the Security Council of the Kyrgyz Republic.
Rustam Mamasadykov served in this position since December 2025.
Adilet Orozbekov, born in 1978, graduated from the International University of Kyrgyzstan with a degree in "Diplomacy and International Law," and later trained at the FSB Academy of the Russian Federation.
He began his career in 2001 in the national security agencies and held various positions until 2017.

Since December 2025, he has held the position of State Inspector of the Department of Defense, Law and Order, and Security of the Control Office for the Implementation of Decisions of the President and the Cabinet of Ministers of the Presidential Administration of the KR.
Talant Amanov was appointed as the acting head of OJSC "Tunduk."
The position of chairperson of the board was terminated for Adilet Jumayeva.

Antonio Messa was appointed head coach of the women's national football team of Kyrgyzstan.
This decision was made at the meeting of the Executive Committee of the KFS on February 10.
Previously, this position was held by Nematjan Zakirov.
In addition, Antonio Messa will continue to lead the women's U-17 team, which he took over in February 2025.
