Lawsuits and Risk Zones: In Jalal-Abad, the Fate of Families Refusing Relocation is Being Decided

Serious problems have arisen in the Jalal-Abad region regarding the resettlement of citizens living in areas prone to natural disasters.

According to Chynarbek Shekenov, head of the regional emergency management department, 52 families who received assistance from the state have still not left unsafe areas, and their cases are being considered in court.

In total, there are 1,009 families in the region living in high-risk zones. The statistics are as follows:

- 948 families live in areas with a high risk of landslides;

- 55 families are in landslide-prone zones;

- 6 families live in areas where rockfalls are possible.

According to the Ministry of Emergency Situations, state measures for resettlement include:

- 718 families have already received preferential loans and land plots for the construction of safe housing;

- 291 families have not yet received any assistance.

Shekenov noted that despite regular notifications and support, many families remain in dangerous territories. Now, forced resettlement is being addressed through the courts in the interest of their safety.

The Jalal-Abad region continues to be one of the most dangerous areas in Kyrgyzstan in terms of natural safety. Out of 11,000 hazardous zones across the country, 1,020 are located here. These include:

- 491 plots prone to landslides;

- 471 landslide-prone areas;

- 21 zones at risk of collapses and ground subsidence;

- 37 plots with a critical level of groundwater rise.

The Ministry of Emergency Situations emphasizes that preventive measures and directives are carried out regularly; however, legal proceedings remain the last resort in protecting citizens' lives.
