
The adoption of the Regulation on the National Digital Ecosystem became possible thanks to the signing of the relevant document by the Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Adylbek Kasymaliev.
The development of this document is aimed at implementing the Digital Code of the Kyrgyz Republic and creating a legal framework for the effective functioning of a unified nationwide digital ecosystem. This ecosystem will ensure the exchange of digital data between state institutions, local self-government bodies, as well as legal and physical entities, which will allow for the creation of new digital services based on the data obtained.
According to the new regulation, the certifying center has been designated as the state institution "Kyzmat," which will be responsible for issuing authentication certificates for security servers and key certificates for verifying digital signatures, necessary for connecting the digital resources of participants to the "Tunduk" system.
The Regulation also describes the participants of the National Ecosystem, their rights and obligations, as well as the objects and elements of the ecosystem, the procedure for their registration in the digital registry, the rules for maintaining this registry, and the data sources that will be processed. Furthermore, the document establishes the rules for digital interaction among participants through the "Tunduk" system, the architecture of the State Services Factory, and the procedure for resolving disputes between participants, as well as consumer complaints.
