Changes in the presidential representatives in the regions.
The presidential representative in the Chui region, Azmat Osmonov, was relieved of his duties. Osmonov held this position since December 1, 2025.
He was replaced by Elkinbek Ashirbaev, born on October 28, 1964. He has an education as a technician in food machines and equipment, obtained at the Bishkek Polytechnic Institute.
Ashirbaev began his career in 1992 at the Bishkek Tobacco Factory, and later worked in the Ministry of Agriculture and Food Industry, as well as in international projects and the State Committee for Property Affairs.
The first deputy presidential representative in the region, Sanjar Zhantaev, also left his position.
Aibek Shamenov was relieved of his duties as the presidential representative in the Batken region, where he had worked since December 2024. In March 2025, he received a verbal reprimand from Sadyr Japarov for inappropriate communication with residents of the village of Dostuk.
He was succeeded by Mamyrzhan Rakhimov, born on August 19, 1968, in Batken. He is a graduate of the Kyrgyz State Law Academy and began his career in 1985 as a veterinary sanitary inspector. In 2017, Rakhimov became the mayor of Batken.
He also participated in the parliamentary elections of 2020 from the "Birimdik" party and served as the special representative of the president for the restoration of border territories in the Batken region from 2021 to 2023.
Appointment of a new first deputy minister of health Tilek Mamadaliev
After Aibek Matkerimov resigned in February, his position was taken by Tilek Mamadaliev, born on November 22, 1988. He previously held this position in 2022 and resigned in 2023 when the ministry was headed by Alymkadyr Beishenaliev.
Jenish Seydaliev became the first deputy minister of natural resources, ecology, and technical supervision
He took this position after Bolot Jusupekov was relieved in February.
Seydaliev has experience in the mining industry and worked in private and international companies until 2016, dealing with law and management. He then worked at OJSC "Kyrgyzaltyn" and other companies, including CJSC "Kumtor Gold Company".
Urmat Asanbaev was appointed director of the State Agency for Physical Culture and Sports
Asanbaev replaced Kazybek Moldazhiyev in this position. He is a master of sports in freestyle wrestling and actively participates in the sports life of the country.
In 2014, he served as the senior coach at the national youth championship and previously competed in international tournaments in kulatuu.
Personnel changes in the Ministry of Construction, Architecture, and Housing and Communal Services
Ernazarbek Suerkulov was transferred from the position of director of the state architectural and construction control department to the position of director of the state expertise department, while Maratbek Aknazaro took over his previous position.
Islan Momokonov was appointed director of the engineering survey department, and Bolot Cholponbaev became the director of the housing and civil construction department.
Bolot Apilov became the head of the Chui regional capital construction management, replacing Askat Medetbek uulu.
Aibek Toktobolotov became the ambassador of the Kyrgyz Republic to Qatar
He was appointed after Marat Nuraliev was relieved of his position for violating ethics.
Toktobolotov, born on July 29, 1979, has extensive experience in the Ministry of Foreign Affairs.
Kanat Tabaldiev headed the GKNB department for the city of Osh and Osh region
He took this post after Salmoor Jumabekov was relieved in February 2026.
Previously, Tabaldiev was also the akim of the Kara-Suu district in the Osh region.
Personnel changes in the Bishkek city hall
New deputy heads of district administrations were appointed in the city hall:
Kerim Zheenbaev became the deputy head of the Oktyabr district administration, while Nursultan Beyshenbek uulu became the deputy head of the Lenin district administration.
Bekzhan Niyazov was appointed head of the apparatus of the Oktyabr district administration.
Appointments of akims in several districts
The following appointments were made:
- Chingiz Bapaev - akim of the Kara-Suu district of Osh region;
- Adyl Saparov - akim of the Aylai district of Osh region;
- Damir Kulubaev - new akim of the Suzak district of Jalal-Abad region;
- Nurlan Eshmukambet uulu - akim of the Toguz-Toro district of Jalal-Abad region;
- Zarylbek Tynibek uulu - akim of the Bakai-Ata district of Talas region;
- Zalkarbek Karimov - akim of the Naryn district.
Kutpdin Shakirov was appointed mayor of Tokmok
Prior to his appointment, he served as the akim of the Kemin district of Chui region.
Altynbek Ergeshov was relieved of his duties, a position he held since June 2025.
