
At the parliamentary session, a bill titled "On Amendments to the Law 'On the Regulations of the Jogorku Kenesh'" and a draft constitutional law "On Amendments to the Constitutional Law 'On the Central Commission for Elections and Referendums'" were presented and adopted in the first reading.
The authors of these initiatives are deputies of the Jogorku Kenesh: Marlen Mamataliyev, Talant Mamytov, Akylbek Tumonbaev, Dastanbek Jumabekov, Nurbek Sydygaliev, and Talaybek Masabirov.
Nurbek Sydygaliev, one of the initiators, emphasized that the purpose of the bills is to optimize the composition and improve the procedure for forming the Central Commission for Elections and Referendums, which will allow for more effective conduct of elections and referendums. As part of this, it is proposed to reduce the composition of the CEC from twelve to seven members.
However, during the second reading, it is planned to introduce an amendment that will change the composition of the CEC to eight members.
During the discussion, deputy Suyunbek Omurzakov raised the issue of the principles of forming the CEC's composition.
Deputy Kamila Talieva asked about the reasons for reducing the number of commission members.
Deputy Ulan Primov clarified whether there had been situations where there was a tie in votes on key issues.
Buruul Amanova pointed out the importance of ensuring gender balance in the CEC's composition.
Additionally, deputies Gulnara Baatyrova and Gulsharkan Kultaeva touched on issues related to the principles of forming the CEC's composition, voting equality, and the status of its members.
