In private driving schools, there was a concept of 'turnkey' — Sadyr Japarov

President Sadyr Japarov, during his visit to the State Center for Registration of Vehicles and Driver Personnel ("Unaa"), reported the existence of a "turnkey" scheme in private driving schools.

He noted that some driving schools charged up to a thousand dollars for issuing a ready driver's license. Previously, about 95 percent of students successfully passed the exams for obtaining a license.

Japarov emphasized that with the start of anti-corruption measures, the situation changed, and the number of those who failed the exams significantly increased.

“In private driving schools, there was indeed an opportunity to obtain a license 'turnkey'. This is a well-known fact. Out of 275 driving schools, some, upon completing training, simply handed over driver's licenses, receiving from 60–70 thousand soms to 1 thousand dollars for this. I will provide specific data: from 2015 to 2019, 90–95 percent of graduates from private driving schools successfully passed the exams. Only 5–10 percent did not pass, and this was related to their unwillingness or inability to pay. However, since 2021, when we began to control the system, changed 5–6 leaders, and actively fought against corruption, the percentage of successful exam passes sharply declined. For example, the share of those who passed the exams dropped to 28 percent, while 72 percent did not pass,” noted Sadyr Japarov.
