Monopoly on Driving Schools. Sadyr Japarov Explained the Scandalous Decision

In an interview with the "Kabar" agency, President Sadyr Japarov spoke about the situation in the driving school sector.

With the introduction of state monopoly, many private educational institutions are forced to close.

The president noted that he had previously instructed to carry out reforms in this area.

“The reform has begun. Since the collapse of the Soviet Union, there have been no significant changes in driver training and vehicle registration. The system was initially under the control of the Ministry of Internal Affairs, then the registration service. Unfortunately, this sector has been engulfed by corruption. No matter how many leaders changed, almost all were involved in corrupt schemes,” Japarov said.

He added that during the reform, measures were taken to issue state license plates, driver's licenses, and technical passports, which were previously purchased abroad. “Many doubted that we would cope with this task, but now all information has been entered into a unified database, and the system is fully digitized. Now it is time for driving schools,” the president said.

When asked about the possibility of carrying out reforms without closing private driving schools, Japarov replied: “Most of them were focused not on quality driver training but on making a profit. Citizens would bring documents to the driving school, receive a certificate, and then go to 'Unaa' to obtain their licenses without even taking exams. In this case, 'Unaa' and the driving schools operated within the same corrupt scheme. Previously, theoretical and practical exams were passed easily, as many bought their results. However, after order was restored in 'Unaa', graduates of private driving schools faced difficulties in exams, with some attempting to pass 10-15 times. This happens due to a lack of quality knowledge, as driving schools were focused on making money. Now among the youth, there are many who, having licenses, do not know how to drive a car, believing that it is enough to buy a car and get behind the wheel,” the president added.

Sadyr Japarov also stated that state driving schools will have advantages such as modern facilities, updated equipment, and qualified instructors.
