At the meeting of the Jogorku Kenesh on January 28, a deputy noted that the Ministry of Internal Affairs should openly apologize to the people for the corruption schemes related to the issuance of driver's licenses. He emphasized that the head of the agency was unable to clearly articulate his position regarding the ongoing reforms.

“Recently, more than a hundred representatives of driving schools from across the republic gathered in Bishkek. I spoke with them, and they were left waiting for the director, who was supposed to explain the reforms. The next day he was invited to the Jogorku Kenesh but did not show up, citing his busy schedule due to the ongoing reforms. At the same time, representatives of the driving schools came to parliament, and I listened to them for two hours,” added Ibragimov.

The deputy, who has been fighting corruption in law enforcement agencies for many years, noted that problems with the issuance of licenses arose at the intersection of the work of driving schools and government bodies. “Instead of supporting a 10-12 month training program, the Ministry of Internal Affairs should apologize for the corruption and the sale of driver's licenses over many years,” he emphasized.

Ibragimov also expressed the opinion that it is wrong to close private driving schools and create a monopoly in the field of education.

According to him, the main problem lies in the corruption of government bodies, not in the quality of education. “There is a significant misunderstanding in society, and government structures appear extremely negative. If the director cannot explain the position of the state, let someone else do it,” concluded the deputy, calling for a review of the training periods in driving schools.
