The President signed a decree on a temporary national campaign for free driver's license replacement.

The President of the Kyrgyz Republic, Sadyr Japarov, has signed a decree to launch a temporary national campaign aimed at the free replacement of driver's licenses.

As part of this decree, measures have been taken to simplify administrative procedures for citizens and improve the accessibility of public services. Based on Article 71 of the Constitution of the Kyrgyz Republic, the decree establishes the following provisions:

1. The State Center for Vehicle Registration and Driver Licensing under the Presidential Administration shall organize:

– a temporary national campaign for the free replacement of driver's licenses that were issued without a specified expiration date, starting from January 15, 2026, and until the authorized body decides to conclude the campaign. The issuance of new licenses will be carried out in a prescribed format;

– active informational and explanatory work in the media and on internet platforms about the ongoing campaign.

2. During the national campaign, there is no requirement to provide a document confirming the completion of a medical examination (form 083), which is issued by the authorized health authorities of the Kyrgyz Republic.

3. The implementation of the measures provided for in this decree will be carried out by the relevant state and private institutions within their powers and approved financial plans without the need for additional budgetary funds. In this regard:

– the issuance and registration of new driver's licenses will be financed from the own funds of the State Center for Vehicle Registration and Driver Licensing;

– the personalization of driver's licenses within the framework of the national campaign will be carried out at the expense of the state institution "Kyzmat".

4. Recommendations for:

– the joint-stock company "Uchkun" for the production of driver's licenses from its own funds;

– the joint-stock company "Kyrgyz Post" for ensuring the delivery of licenses also at its own expense.

5. The Ministry of Foreign Affairs should consider the possibility of canceling the requirement to provide a medical examination issued by foreign medical institutions for the replacement of driver's licenses abroad during the national campaign, as well as ensure the collection of consular fees in accordance with the government resolution on this dated December 18, 2012, No. 839.

6. Driver's licenses issued earlier without a specified expiration date will be considered invalid from the moment of their replacement within the framework of the campaign.

7. The Cabinet of Ministers is instructed to take the necessary measures arising from this decree within two months.

8. Control over the execution of the decree is entrusted to the Department for Monitoring the Implementation of Presidential and Cabinet Decisions of the Presidential Administration.

9. This decree comes into force on January 15, 2026, and is subject to official publication.
