He explained that currently, old-style licenses are issued during the exchange, but updated documents will be available starting in 2026. "Although there is no deadline for the exchange, it is better not to postpone. According to the Vienna Convention, licenses are valid for 10 years," Saidov said.
He also noted that the process of replacing licenses is free and covers both indefinite and temporary licenses that have expired. Applications for exchange can be submitted through the "Tunduk" app.
Saidov clarified that the mandatory exchange applies to those drivers who obtained their licenses between 2009 and 2012, when indefinite licenses were introduced.
He agreed that one of the issues related to the exchange is obtaining the medical certificate form 083. In this regard, the agency sent a letter to the Ministry of Health of the Kyrgyz Republic proposing to simplify the process of obtaining the certificate in an online format, although this proposal remains just a recommendation.
He added that all documents available in driving schools have been digitized.

In September, about 500 medical certificates of form 083 were issued daily in the republic, while in December this figure rose to 3,000 certificates per day, indicating an almost sixfold increase in the burden on clinics," emphasized the Ministry of Health.
At the same time, the agency notes that the issuance of medical certificates continues as usual, and medical workers are accepting all citizens in order of queue.
