According to the new decree, from January 1 to December 31, 2026, the state enterprise "Technical Center of the Main Department of Road Safety of the Ministry of Internal Affairs of the Kyrgyz Republic" will perform the functions of the state operator for technical inspections and the issuance of certificates for the safety of vehicle designs.
Certificates previously issued to regulatory authorities and laboratories by the Kyrgyz Accreditation Center under the Ministry of Economy and Commerce will be valid until July 1. At the same time, from the moment the decree comes into force, the extension and issuance of new accreditation certificates for technical inspection will cease.
The Ministry of Internal Affairs has been given the following instructions:
- to monitor the testing regime until July 1;
- to prepare proposals for the presidential administration based on the testing results by September 1;
- to organize the establishment of technical inspection points and the issuance of certificates for the safety of vehicle designs that meet established standards, and to equip them with modern diagnostic equipment and qualified specialists;
- together with the Ministry of Finance and other interested government authorities, to determine the sources of funding for the activities provided for in the decree;
- in cooperation with the president's representatives in the regions, as well as the mayors of Bishkek and Osh, to address the issue of allocating land for the construction of technical inspection points.
