The Minister of the EEC explained why it is difficult to combat "gray" certificates in the EAEU

- On December 17, the Minister for Technical Regulation of the Eurasian Economic Commission, Valentin Tataritsky, discussed the current state of technical regulation and standardization in the EAEU at a press conference.

During his speech, he raised the issue of the problem of unauthorized issuance of certificates of conformity for products presented in the countries of the union.

“There are concerns regarding actions in the area of 'grey business' related to conformity assessment and the accompanying documents that accompany goods in the market,” the minister noted.

He pointed out the concerns of certain states regarding the fact that goods do not always have correctly issued certificates and documents,” he added.

The EEC emphasizes that there are many problems related to the integrity of the work of conformity assessment bodies and testing laboratories, which mainly affects accreditation.

All organizations engaged in issuing certificates must be accredited in national systems. In 2025, several important documents were adopted in the union, including:


A procedure for interaction between the supervisory authorities of the member states, customs services, and accreditation bodies was also established.

Tataritsky noted that control bodies are under national jurisdiction, and many countries have currently declared a moratorium on inspections.

This, according to him, negatively affects the functioning of safety systems in the market and leads to an increase in the number of complaints about the "grey" turnover of goods.
In June 2025, the Minister of Economic Development of Russia Maxim Reshetnikov reported a sharp increase in Kyrgyz certificates in the Russian market.

The ministry noted that some certificates from EAEU countries have "not very high quality." In 2024, the number of Kyrgyz certificates in the Russian market reached 250 thousand.
