
When exporting goods to EAEU countries, it is necessary to have a complete set of documents.
The State Tax Service (GNS) has prepared a list of documents that are mandatory for exporters of goods to the Eurasian Economic Union (EAEU) countries.
It is mandatory to have:
- a contract with the recipient;
- a commercial invoice;
- an international consignment note CMR;
- a packing list;
- a certificate of origin ST-1;
- a certificate or declaration of conformity;
- a phytosanitary or veterinary certificate, as well as a certificate of conformity for seed products if food and agricultural goods are being exported.
The GNS noted that having a complete package of documents helps prevent delays at the border and simplifies interaction with regulatory authorities.
Explanation of the necessary documents
The contract between the exporter and the buyer describes the terms of the transaction, including price, delivery times, payment terms, and obligations of the parties.
The commercial invoice is issued upon the sale of goods and includes the necessary tax information.
The CMR note serves as confirmation of international transportation and contains essential data about the cargo.
The packing list indicates what is placed in boxes or containers and is used for verifying the contents without the need to open the packaging.
Certificate of Origin ST-1
This document confirms that the goods are produced in Kyrgyzstan. Its issuance is carried out at "Kyrgyzexpertiza" under the Chamber of Commerce and Industry. To obtain it, it is necessary to provide registration documents, the contract, an electronic commercial invoice, a packing list, proof of production, and a power of attorney. Before issuing the certificate, an on-site inspection is conducted, and it is issued for each batch of goods.
Certificates and Declarations of Conformity
These documents are mandatory for goods that fall under the technical regulations of the EAEU and are issued by "Kyrgyzstandart." Samples of goods undergo laboratory testing, and if the results are positive, the corresponding document is issued.
Phytosanitary and Veterinary Certificates
A phytosanitary certificate is required for the export of plants and plant products, confirming the absence of quarantine pests and diseases.
A veterinary certificate is issued for animal products. The exporter must be registered in the business registry and submit an application through the "Tulpar" system. The document is issued through the "Single Window" portal. When exporting to third countries, additional permits may be required.
Customs Functions
Customs authorities check the documents that confirm the information in the declaration and administer taxes in accordance with the EAEU Customs Code.
The GNS emphasizes that having a complete and correctly prepared package of documents is the key to the quick and unhindered export of goods to EAEU countries.
