
A pilot project is being launched in the Kyrgyz Republic related to the use of navigation seals for road transport carrying goods between Kyrgyzstan and Kazakhstan. The State Tax Service of the Kyrgyz Republic is initiating this project starting from December 1, 2025, and it will last until January 15, 2026. Participation in the project will be voluntary and free for all types of goods.
Navigation seals will be used for cargo traveling:
* from Kyrgyzstan to Kazakhstan and Russia;
* from Kazakhstan and Russia to Kyrgyzstan through the road checkpoints "Ak-Tilek Automobile" (Kyrgyz Republic) and "Karasu" (Kazakhstan).
Locations where navigation seals will be applied:
* "Ak-Tilek Automobile" (Kyrgyz Republic);
* checkpoints on the border of Kazakhstan and Russia (depending on the route);
* "Karasu" (Kazakhstan).
Locations where navigation seals will be removed:
* delivery addresses in Bishkek (when importing to Kyrgyzstan);
* checkpoints on the border of Kazakhstan and Russia (during transit);
* delivery addresses in Almaty (when importing to Kazakhstan).
To participate in the project, it is necessary to contact the territorial tax authorities in Bishkek at the place of tax registration, as well as the State Tax Service that oversees large taxpayers in Bishkek and the northern region.
It is important to note that this project is being implemented in accordance with a memorandum signed on August 22, 2025, between the Tax Service of the Kyrgyz Republic and the Committee for State Revenues of the Ministry of Finance of Kazakhstan.
The goal of the pilot project is to refine the mechanisms for applying navigation seals, increase the transparency of commodity turnover, simplify control procedures, and prepare market participants for the implementation of a transportation tracking system within the EAEU.
