"Revenue Increased". The GNS Reported on the Implementation of the "Bazar" System at "Dordoi"

From March 15 to August 15, 2025, a pilot project was conducted at the "Dordoy" market, within which the "Bazaar" system was developed. This digital platform significantly facilitates interaction between entrepreneurs, tax authorities, and banks, as well as promotes more effective tax administration and the creation of favorable conditions for business. It is important to note that the market administration became a tax agent responsible for accounting and controlling the tax obligations and insurance contributions of entrepreneurs.

Previously, tax inspectors conducted rounds through the market, informing traders about outstanding debts, which created a certain chaos: some entrepreneurs obtained patents, others did not, and some forgot to pay taxes from month to month.

Functions of the "Bazaar" system:

the ability to perform online banking operations;
accounting for all trading points, their property, and tenants;
submission and processing of applications and documents;
control over the payment of taxes and insurance contributions;
online monitoring of debts;
reconciliation of data on rent, taxes, social contributions, and other indicators.

All data about entrepreneurs and trading objects have been digitized and integrated into the "Dislocation" system, which allows tracking tax payments and the status of objects in real time. In case of outstanding debts, the corresponding container is displayed in red, while paid periods are shown in green, as reported in the press release from the State Tax Service.

Results of the pilot project:

13,697 taxpayers and 13,890 objects have been registered at the "Dordoy" market;
tax and contribution administration has significantly improved;
tax revenues have increased more than threefold.

If previously the monthly collections amounted to about 30 million soms, after the implementation of the system, they increased to 100 million soms.

In the first 10 months of 2025, tax collections exceeded 727 million soms, and it is expected that by the end of the year, the amount will exceed 1 billion soms.

After the successful completion of the pilot project, the "Bazaar" system was implemented at the "Kara-Suu" and "Madina" markets. The next step is to expand the system to all markets in Kyrgyzstan.
