Implementation of the "Bazar" System: 727 Million Soms in Taxes Collected in 10 Months

The State Tax Service of the Kyrgyz Republic has summarized the results of the implementation of the information system "Bazar" in the territory of the "Dordoi" trade complex.

In accordance with the decree of the President of the Kyrgyz Republic Sadyr Japarov on conducting pilot projects for tax administration, the Tax Service initiated this project from March 15 to August 15, 2025.

As part of this project, the market administration became a tax agent responsible for accounting and monitoring the tax obligations and insurance contributions of entrepreneurs. The main goal is to simplify and ensure transparency in taxation for all market participants.

To achieve these goals, an innovative digital platform "Bazar" was created, which enhances interaction between entrepreneurs and tax authorities, facilitates tax administration, and creates comfortable conditions for doing business.
Previously, tax inspectors conducted market rounds, informing entrepreneurs about debts, which created chaos: some entrepreneurs obtained patents, while others did not; some paid taxes consistently, while others forgot. Now all processes are digitized, and it is possible to track each trading container in real time. Interaction between the market administration and entrepreneurs is carried out through this digital platform.

The functionality of the "Bazar" system includes:

• the ability to conduct online banking operations;
• accounting for all trading points, their property, and tenants;
• processing applications and documents in electronic form;
• monitoring tax and insurance contributions payments;
• online monitoring of debts;
• reconciliation of data on rent, taxes, and social contributions.

Thanks to the implementation of the system, all entrepreneurs and trading entities have been digitized and integrated into the "Dislocation" system, which allows real-time tracking of data on tax payments and the status of objects. If an entrepreneur has a debt, their container is displayed in red, while paid periods are shown in green.
Key results of the pilot project:

• 13,697 taxpayers and 13,890 objects have been registered in the "Dordoi" market;
• tax and insurance contributions administration has significantly improved;
• tax revenues have increased more than threefold.

If previously the market collected about 30 million soms monthly, after digitization this amount increased to 100 million soms. In the first 10 months of 2025, tax collections exceeded 727 million soms, and by the end of the year, it is expected that the amount will exceed 1 billion soms.

After the successful implementation of the pilot project, the "Bazar" system was introduced in the "Kara-Suu" and "Madina" markets, and the next step will be to expand the system to all markets in Kyrgyzstan.
This project clearly demonstrated that digitization significantly simplifies the work of entrepreneurs, reducing the number of inspections, and makes tax payments more transparent—everyone pays taxes according to their turnover.

In addition, following the pilot project, amendments were made to the Tax Code, which imply the delegation of powers to market and trade center administrations to control tax payments by entities operating in their territory. The procedure for carrying out such control will be determined by a resolution of the Cabinet of Ministers.
