
According to the new amendments made to the Government of the Russian Federation's resolution dated June 19, 2021, No. 936, the Russian Service and other regulatory authorities have been granted the ability to suspend the validity of certificates and declarations issued with violations in other EAEU countries. This is done to enhance the quality and safety of products in the Russian market.
The main changes are that now state control bodies can suspend certificates and declarations if the goods do not meet the safety requirements of the EAEU technical regulations or lack the necessary documents to confirm compliance.
Furthermore, Rosakkreditsiya will have the right to annul certificates and declarations if the national accreditation body of another EAEU country notifies that the test protocol on which the document was issued was not actually issued.
In the event of discovering goods with counterfeit test protocols, the information will be forwarded to Rosakkreditsiya by the Federal Customs Service, which will serve as the basis for suspending the validity of such documents in Russia.
To ensure transparency, all decisions made will be registered in the Federal State Information System of Rosakkreditsiya and sent to the Eurasian Economic Commission, as well as to the regulatory authorities of EAEU member states.
Dmitry Volvach, head of Rosakkreditsiya, emphasized that these measures are aimed at strengthening control over the quality and safety of goods, as well as supporting honest producers and participants in the certification market who conduct tests comprehensively.
These changes will come into effect on November 30, 2025.
