Certificates of Conformity Issued in Kyrgyzstan Are Questioned in Russia

As reported by "Kommersant," Rosakkreditatsiya has decided to revoke questionable certificates issued within the framework of the EAEU.

The Russian authorities are tightening control over the quality of products entering the country's market. Starting from November 30, 2025, a mechanism will be implemented that allows for the revocation of certificates and declarations of conformity if their authenticity is not confirmed by other member states of the Eurasian Economic Union.

These measures are being taken against the backdrop of active re-registration of testing laboratories in Kyrgyzstan, which occurred after the "clearing" of the Russian market. It is easier to obtain accreditation in Kyrgyzstan.

A possible next step is a return to the principle of residency, which implies that product certification for the Russian market will be carried out exclusively on the territory of Russia. This issue is currently being discussed within the Eurasian Economic Commission.

Moreover, starting from November 30, stricter control over the certification of goods will be introduced, alongside tightening customs control. Government Resolution No. 1669 dated October 27 empowers Rosakkreditatsiya to maintain a register of foreign certificates that cannot be applied in Russia.
In this context, the discussion concerns both counterfeit certificates of conformity and invalid declarations issued based on test protocols from accredited laboratories in EAEU countries.
Changes have been made to the rules for the registration, suspension, renewal, and termination of certificates and declarations of conformity.

Certificates confirm the right to sell products, while declarations certify that the goods meet established technical requirements. Now, during inspections, Rosakkreditatsiya will be able to request information from colleagues in EAEU countries regarding the status of testing laboratories that conducted the research, as well as about the test protocols and documents from manufacturers or sellers on the basis of which the certificates were issued.

The President of Russia instructed to strengthen control in the certification sphere after a meeting with representatives of the business community at the end of May, when Minister of Economy Maxim Reshetnikov proposed creating a mechanism for revoking certificates issued by "colleagues in the Eurasian space." "We tightened the certification process on our end... Everyone rushed to Kyrgyzstan," the publication notes.
