
The most important document regulating these requirements is the Technical Regulation TR TS 017/2011 "On the Safety of Light Industry Products." It defines general safety standards for various goods, including fabrics, clothing, linen, and footwear.
This regulation specifies the following key requirements:
the composition of materials, including permissible levels of formaldehyde, dyes, and toxic substances; hygienic and physical-mechanical characteristics; labeling rules; methods of conformity assessment (declaration or certification).
In addition, there are additional technical regulations for other categories of products:
TR TS 007/2011 "On the Safety of Products Intended for Children and Adolescents" — covers children's clothing, footwear, toys, and other goods;
TR TS 019/2011 "On the Safety of Personal Protective Equipment" — establishes standards for workwear, protective footwear, and similar products.
To confirm the conformity of products, the following forms of documents may be used:
Declaration of conformity — issued by the manufacturer or importer and registered at the Center for Standardization and Metrology of the Ministry of Economy and Commerce of the Kyrgyz Republic, as well as in its regional subdivisions;
Certificate of conformity — issued by an accredited certification body included in the Unified Register of Conformity Assessment Bodies of the EAEU, after conducting the necessary tests.
Lists of forms of conformity assessment (certificates or declarations) are approved by decisions of the Board of the Eurasian Economic Commission:
for TR TS 017/2011 "On the Safety of Light Industry Products" — Decision No. 228 dated October 15, 2013;
for TR TS 007/2011 "On the Safety of Products Intended for Children and Adolescents" — Decision No. 28 dated March 5, 2013;
for TR TS 019/2011 "On the Safety of Personal Protective Equipment" — Decision No. 79 dated June 13, 2012.
According to the Kyrgyz Accreditation Center under the Ministry of Economy and Commerce of the Kyrgyz Republic, as of today, 22 certification organizations and 9 testing laboratories are accredited.
