What documents are needed for exporting goods to EAEU countries: clarification from the State Tax Service

The State Tax Service (STS) reminds that for successful export of goods to EAEU countries, it is necessary to ensure the availability of a complete set of accompanying documents.

Among the mandatory documents, the following are highlighted:
– contract between the exporter and the recipient;
– invoice;
– international consignment note (CMR);
– packing list;
– certificate of origin ST-1;
– certificates or declarations of conformity;
– phytosanitary or veterinary certificate and certificate of conformity for seed products (for food and agricultural goods);

Compliance with these requirements will help avoid delays and questions when selling goods in EAEU countries.

The contract between the parties is a key document that records the terms of the transaction, including the subject of supply, price, deadlines for fulfilling obligations, and forms of payment, as well as the rights and obligations of the parties.

The invoice is a tax document that is issued during sales and contains information about revenue, amounts of indirect taxes, and other necessary details.
The international consignment note (CMR) serves as confirmation of international transportation and includes information about the cargo.

The packing list, which accompanies each batch of goods, provides information about the quantity, weight, and composition of the cargo, allowing for verification of contents without the need to open packages.
The certificate of origin ST-1 confirms that the goods were produced in Kyrgyzstan and is used to confirm the status of the goods in the EAEU or when exporting beyond its borders.

To obtain the certificate, one must contact the "Kyrgyzexpertiza" institution under the Chamber of Commerce and Industry, providing registration documents, production confirmation, application, contract, electronic invoice, packing list, and power of attorney.

Before issuing the certificate, an on-site inspection is conducted.

The ST-1 certificate is issued for each individual batch of goods.

Certificates of conformity and declarations of conformity are required for goods that fall under the technical regulations of the EAEU. These documents are issued by the "Kyrgyzstandart" organization.

Kyrgyzstandart sends samples to an accredited laboratory, and upon positive results, issues a certificate or declaration.

The phytosanitary certificate is necessary for the export of plants and plant products, confirming the absence of quarantine pests and diseases.

This document is issued by the State Inspectorate for Veterinary and Phytosanitary Safety and is prepared for each batch.

The veterinary certificate confirms the safety of animal products.

The exporter must be registered in the internal register of enterprises and submit an application through the "Tulpar" system. The document is provided through the "Single Window" portal. When exporting to third countries, an additional export permit is required.

The certificate of conformity for seed products confirms that the seeds meet established quality and safety standards.

Functions of customs authorities
The customs services are responsible for tax administration and verification of documents confirming the data indicated in the customs declaration, in accordance with Articles 108 and 309-10 of the EAEU Customs Code.
The State Tax Service emphasizes that having a complete package of accompanying documents ensures the legal, prompt, and unhindered export of goods to EAEU countries.
