The Business of Kyrgyzstan May Receive Funding from the EAEU Budget

In Bishkek, a meeting was held with the participation of representatives from the business community and the banking sector of Kyrgyzstan. The main guest of the event was Goar Barsegyan, the Minister of Industry and the Agro-Industrial Complex of the Eurasian Economic Commission (EEC). This meeting was organized by the Ministry of Economy and Commerce of Kyrgyzstan in cooperation with the Russian-Kyrgyz Development Fund.

During the discussion, Goar Barsegyan presented a new mechanism that will allow financing industrial cooperation through the EAEU budget. She emphasized that this tool is intended to promote technological progress and establish new production ties between enterprises of the Union countries.

- This mechanism creates additional opportunities for expanding cooperation and launching joint productions, - said the minister, adding that financial support will be available for projects aimed at developing the industrial potential of the EAEU member states.

The Deputy Minister of Economy and Commerce of the Kyrgyz Republic, Mederbek Tumanov, noted that the business community of Kyrgyzstan is ready to actively participate in the Union's cooperative initiatives.

- We have competitive enterprises and interested partners, and the Ministry is ready to assist in preparing documents and interacting with the EEC, - he said.

Kanybek uulu Elimbek, head of the EAEU Coordination Department, urged meeting participants to take advantage of new business opportunities.

- An important task is to implement projects with localization in Kyrgyzstan. We are ready to provide consulting at all stages, from the idea to obtaining financing, - he noted.

As a result of the meeting, several potential cooperative projects were identified that could be included in the new mechanism. Business representatives raised questions about the practical aspects of participation, the procedures for obtaining subsidies, and selection criteria.

The financing mechanism will allow subsidizing interest rates on loans at 100% of the key rate of the central bank of the EAEU member state. The Union's budget will be the main source of funding.

The maximum amount of subsidies for one project is up to 350 million Russian rubles per year, with the implementation and support period reaching up to 5 years. The maximum interest rate offered by banks should not exceed +6.5% of the key rate.

By 2025, the amount of available funds will be 5.1 billion Russian rubles (approximately 64 million USD), and by 2026, the total funding volume will increase to 8.84 billion rubles (about 111 million USD).
