The EEC explained how the supervisory and customs authorities of the EAEU countries will identify "gray" certificates.
It was noted at the EEC that supervisory authorities are part of the national sphere. Today, many EAEU countries have imposed a moratorium on inspections.
According to the minister, this situation negatively affects market safety and leads to complaints about the "gray" turnover of goods.
In 2025, a number of new documents were adopted in the union. Tataritsky is confident that the new procedure for interaction between authorities will help resolve the emerging problem.
At the moment, if dangerous products are discovered in one of the countries, they are subject to withdrawal, destruction, or return to the supplier. Documents confirming compliance lose their validity in the territory of the country where violations are identified. This is the practice in Belarus, Russia, and Kazakhstan.
However, despite these measures, products may continue to be sold in other countries. In particular, in Kyrgyzstan and Armenia, this mechanism is still being developed.
“When a product is identified, the supervisory authority adds it to the closed part of the register. All countries have access to this register and can check whether they have this product and who issued the certificate of conformity. After that, each country must take measures to ensure that such products do not enter the market of the union,” explained the new mechanism by the EEC minister.
Additionally, cooperation with customs authorities will help prevent the entry of imported products into national markets.
“When this tool is operational, it will be a significant support in addressing these issues,” added Valentin Tataritsky.
